RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 22-25: CCTV City Storm Drain to Tru Pipe, Inc., in the amount of $185,550.10.
 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 22-25: CCTV City Storm Drain, is intended to provide in-pipe video inspection and reporting of approximately 180,000 lineal feet of storm drain mains, manholes, and storm inlet lateral pipes.  The purpose of the project is to assess the integrity of the storm drain system, record pipe size and type, document sediment levels, and facilitate creating accurate maps/data that can be incorporated into the GIS system utilized by multiple City departments.  Currently, the condition, pipe type, and location of many of the storm drain pipes and structures is unknown.  The goal is to systematically video the storm drains to get an overall assessment of the entire storm drain system.  Accurate assessment allows targeted maintenance and repair solutions.  Furthermore, this data can also be utilized as additional base information for the storm water program.

The project was advertised on December 3, December 10, and December 17, 2021, in the Yellowstone County News and on the City's website.  Bids were opened on December 21, 2021 and five (5) bids were received.  Tru Pipe, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 22-25: CCTV City Storm Drain to Tru Pipe, Inc., in the amount of $185,550.10; or
  • Do not award a contract and reject all bids.  If the project is not awarded, the integrity of many of the storm drains will remain unknown and the City will not be able to proactively repair or replace damaged storm drain facilities which could cause property damage or flooding.
