PROBLEM/ISSUE STATEMENT
Since 1995, the Solid Waste Division (SWD) has sponsored a one-day household hazardous waste (HHW) collection event for area residents to bring unwanted and unused household toxic products to the SWD for proper disposal. This program is open to all households served by the Billings Regional Landfill, including residents of Yellowstone, Carbon, Stillwater, Musselshell, Treasure and Big Horn counties. The purpose of this event is to divert household toxic waste from the landfill, provide appropriate disposal options for HHW, and educate the public on the use of alternative non-hazardous products. To date, over 400 tons of pesticides, paint, solvents, batteries, used oil and other toxics have been drummed and transported to hazardous waste disposal facilities for reclaiming, recycling, incineration or disposal.
In addition, the SWD sponsors a one-day collection event for area businesses that qualify as Conditionally Exempt Small Quantity Generators (CESQGs) of hazardous waste. The purpose of the business event is to provide an economic alternative to small businesses to safely dispose of their hazardous waste. The Solid Waste Division covers the costs for transportation and labor while businesses pay for waste disposal costs. The average cost savings to businesses is over 25%.
Area residents are often unable to attend the one-day HHW event but desire to dispose of their HHW properly. Consequently, the SWD accepts limited HHW throughout the year depending upon available storage space and customer need. These wastes are typically sorted, drummed and shipped to waste disposal facilities on a quarterly basis.
The SWD uses a Consultant to assist with the collection, sorting, transporting and disposal of hazardous waste collected at the annual events and throughout the year. A formal consultant selection procedure was completed in February 2011 and Burlington Environmental LLC was selected from the three proposals that were evaluated. This contract would provide for necessary services to complete the 2011, 2012 and 2013 collection events as well as periodic assistance throughout the year.

ALTERNATIVES ANALYZED
The Council may approve or disapprove this request for professional services with Burlington Environmental LLC in the amount of $225,000.00 to provide three years of hazardous waste collection and disposal services for the Solid Waste Division. The Solid Waste Division is not required by State or Federal regulation to provide these services to the community. If collection services are not provided, the majority of these hazardous wastes will end up in the landfill and increase the potential for adverse health, safety and environmental impacts.
FINANCIAL IMPACT
The Solid Waste Division budgets $75,000.00 each fiscal year to fund the City's annual hazardous waste collection events and periodic transport of hazardous waste thoughout the year.
RECOMMENDATION
Staff recommends that City Council approve the Household Hazardous Waste and CESQG Collection Services Contract with Burlington Environmental LLC in the amount of $225,000.00 to oversee three years of annual HHW and CESQG collection events.
