Approve Amendment No. 2 to Design and Engineering Services Agreement No. 11-31-FAC-04, for reconstruction of taxiways A1 and A2, Bisbee-Douglas International Airport, to add additional cost of construction services to be performed by Armstrong Consultants, Inc., under Grant No. 3-04-0013-007-2012.

Background:

A professional services agreement was executed between Cochise County and Armstrong Consultants, Inc., on September 7, 2011, for completion of Phase 1 Design and Engineering for reconstruction of taxiways A1 and A2, at the Bisbee-Douglas International Airport.  Design and engineering was completed by Armstrong Consultants, Inc., on June 29, 2012.  The Federal Aviation Administration (FAA) has approved Phase 2 construction for the project under Grant No. 3-04-0013-007-2012.  Armstrong Consultants, Inc., will perform additional construction services under the new grant which will modify the scope of services provided under their original agreement.  The total amount of this contract amendment is an increase of $92,981.17.  The new contract amount shall be $234,481.17.

Department's Next Steps (if approved):

Proceed with pre-construction conference and commence project construction.

Impact of NOT Approving/Alternatives:

Taxiway rehabilation and construction will not occur, resulting in further deterioration of the taxiways until a more expensive alternative is programmed into the Airport Improvement Plan (AIP); which could take three to four years before additional funding is once again available through the FAA.

Two (2) original copies of Amendment No. 2 are being provided to the Clerk of the Board.  After formal Board action and appropriate signatures, please return one original copy of the amendment to the Facilities Management Department (ATTN:  Eddie Levins) and keep one original for Board files.

The one-time cost will be covered by an approved FAA grant. The County matching funds have already been approved from undesignated 1/2 cent sales tax.
