Approve the renewal of Contract No. 10-38-HFM-04 for Bulk Fuel (diesel & unleaded) to Pro Petroleum, Inc. in the estimated amount of $2,596,500 for the period of March 1, 2011 through February 29, 2012 for the Light and Heavy Fleet Management Departments.
Background:
This is the 1st renewal of Contract No. 10-38-HFM-04 approved by the Board of Supervisors on February 23, 2010. The terms and conditions of the solicitation allow for this contract to be renewed for a period of up to four (4) successive one-year period(s). The Light & Heavy Fleet Management Departments are satisfied with the services provided by Pro Petroleum and have requested the contract be renewed for another year. Pro Petroleum has agreed to renew the contract at the same margin as originally bid.
The purpose of this bid is to provide bulk fuel delivered to storage tanks at fueling sites located at Benson, Bisbee, Douglas, Elfrida and Willcox Road Yards, and the Western Regional Landfill. The fuel is used by the Highway & Floodplain, Regional Landfill, Facilities Management, and Light & Heavy Fleet Management Departments.
Bid pricing quoted is based on the vendor’s markup for fuel delivered to each location based on the Oil Price Information Service (OPIS) weekly reported published rack price for Tucson, based on the preceding Thursday’s weekly report, plus or minus the vendor margin. Bid pricing was requested on a “keep full” and “as needed” basis. The award of contract is for the “keep full” pricing.
Estimated expenditures for the current contract period are:
Light Fleet - $910,560
Heavy Fleet - $956,100

Impact of NOT Approving/Alternatives:
County departments would be required to fuel County vehicles at retail outlets at a much higher cost or the Procurement Department would be required to spot buy fuel requirements which would be cost prohibitive and a significant increase in workload.
