Approve a Memorandum of Understanding (MOU) that provides for The Nature Conservancy to monitor a Military Conservation Easement annually at no cost to Cochise County.
Background:
In 2010, as part of a State program to provide "buffers" for military installations, the William S. Meigs Family Trust granted a military conservation easement on 377 acres near Ft. Huachuca to the Arizona Department of Emergency and Military Affairs ("DEMA"), protecting the property from development that might interfere with Fort operations. The Board of Supervisors then approved the assignment of the Easement to Cochise County. Because the County lacks the expertise to monitor these kinds of easements, the County agreed to the assignment on the condition that The Nature Conservancy ("TNC") monitor the easement on behalf of the County. TNC verbally agreed to do so and has been annually monitoring the property. This MOU formalizes the arrangement.
