Approve the award of Request for Qualifications (RFQ) No. 13-23-FAC-01 for Airport Planning and Engineering Services to Armstrong Consultants, Inc. for a three year period beginning July 1, 2013 with the option to renew the contract for two one-year periods.

Background:

RFQ No. 13-23-FAC-01 was released on February 21, 2013 for the purpose of selecting a qualified aviation consultant to provide airport consultant services to include: planning and engineering design and airport construction project management services for both AIP and non-federally funded projects for the Bisbee-Douglas International Airport, Douglas, Arizona, (BDI) and the Cochise County Airport, Willcox, Arizona (CCA). All work will be required to meet Federal Aviation Administration (FAA) Standards and Arizona Department of Transportation Multimodal Planning Division Aeronautics Group (ADOT) Standards.

The project was advertised in the Arizona Range News on February 27 and March 6, 2013, and posted on the County website. Bid notices were mailed to eleven firms. Five statements of qualifications were received prior to the RFQ closing date of April 9, 2013 at 4:00 p.m. The firms that responded were:

Gannett Fleming, Phoenix, AZ
Armstrong Consultants. Inc., Mesa, AZ
Dibble Engineering, Phoenix, AZ
Kimley-Horn, Tucson, AZ
C & S Companies, Scottsdale, AZ

An evaluation panel consisting of representatives from Procurement, Facilities Management, Community Development and the City of Douglas evaluated the proposals received and shortlisted the three top ranked firms for interviews. The three top ranked firms were; Gannett Fleming, Armstrong Consultants, and C & S Companies. The three firms were interviewed on June 4th and the evaluation panel unanimously selected Armstrong Consultants for recommendation of a contract award.

Department's Next Steps (if approved):

Execute a professional services agreement. Negotiate contracts as grant funding becomes available for projects associated with this RFQ.

Impact of NOT Approving/Alternatives:

Procurement would have to do a RFQ every time grant funding would become available for a project.
