Approve the award of Invitation for Bids (IFB) No. 13-44-SHF-03 to Innovative Locks & Keys for the purchase and installation of jail deadbolt locks in the amount of $57,537.00 plus applicable sales tax.

Background:

IFB No. 13-44-SHF-03 was released on May 15, 2013. The bid was advertised in the Arizona Range News on May 15 and May 22, 2013 and posted on the County website. Bid notices were mailed to 12 vendors. Three bids were received prior to the bid closing date of June 13, 2013 at 4:00 p.m. Bids received are as follows:

*So. Folger Detention Equipment, San Antonio, Texas $29,880
Innovative Locks & Keys, Tempe, AZ $57,537.00
M.G.M. Associates $60,260.00

*Did not comply with the bid specifications. Bid was rejected as non responsive.

Issue Purchase order. Schedule installation. Monitor contract performance

Impact of NOT Approving/Alternatives:

Current locks are old and unreliable and could fail resulting in a malfunction which may create a liability and risk to the County.
