Approve the award of Request for Proposals (RFP) No. 13-50-SWD-04 to hire a Consultant to perform a Solid Waste Operational Efficiency and Cost of Service Analysis to Civil & Environmental Consultants, Inc. in the not to exceed dollar amount of $48,650.
Background:
RFP No. 13-50-SWD-04 was released on June 13, 2013 for the purpose of selecting a qualified consultant to provide a Solid Waste Operational Efficiency and Cost of Service Analysis. The project was advertised in the Arizona Range News on June 19 and June 26, 2013, and posted on the County website. Bid notices were mailed to 42 firms. Two statements of qualifications were received prior to the RFP closing date of July 18, 2013 at 4:00 p.m. The firms that responded were:

Civil & Environmental Consultants, Inc., Phoenix, AZ
An evaluation panel consisting of representatives from Procurement, BOS, and the Solid Waste Department evaluated the proposals received and ranked Civil & Environmental Consultants, Inc as the most qualified firm for this project.
