Approve the award of Professional Services Agreement (PSA) No. 14-08-BOS-04 to hire Logan Simpson Design, Inc. to develop a Cochise Countywide Community Wildfire Protection Plan in the amount of $39,620.
Background:
On April 16, 2013 the Bureau of Land Management (BLM) awarded funding in the amount of $20,000 through Cooperative Agreement #L13AC00052 to Cochise County to assist in the development of a Countywide Community Wildfire Protection Plan. On April 23, 2013, The Board approved acceptance of those funds, securing additional funding from the State Forestry Division in the amount of up to $14,500, and providing additional funding of $34,103 to complete the first phase of the Plan.
The original cost proposal and scope of work submitted to State Forestry Division was negotiated by County staff to a price of $39,620 from $67,500.
Logan Simpson Design, Inc. was selected through the Cochise County Sole Source Procurement Policy. They were selected due to their experience and the fact they have developed over a dozen Community Wildfire Protection Plans (CWPP) throughout the state and several within Cochise County.

Department's Next Steps (if approved):
Work with the Procurement Department to execute the contract and monitor the performance as the Plan is developed.
Impact of NOT Approving/Alternatives:
The Wildfire Plan will not be completed or will need to be performed by County Staff internally. If the Plan is not developed, existing funding from BLM and State Forestry Division will be forfeited and future funding could be lost to our County and possibly other jurisdictions within the County for wildfire management.
