Approve Grant Offer and Agreement #3-04-0013-008-2013 from the Federal Aviation Administration for the Master Plan Update Study at the Bisbee Douglas International Airport in the amount of $196,407 and provide matching funds of 4.47% in the additional amount of $9,641.

Background:

On December 20, 2012, The County applied for funding through the FAA for funds to update the airport master plan at the Bisbee Douglas Int’l Airport.

This project has been listed in our Airport Improvement Program for the last five years and became eligible for funding as scheduled this year from the FAA. The Arizona Department of Transportation Aeronautics Group has also listed this project as eligible for funding and has approved of the cost and scope of work per Federal and State Guidelines. A separate grant agreement is expected from them for approval. ADOT will also match the County share of 4.47% in the amount of $9,641 for a total project cost of 215,689. The County match has been approved for FY2013 in the current budget.

That existing Master Plan for the airport was last prepared and updated in June, 1997.

The purpose of the Master Plan Study Update is to provide Cochise County with guidelines and a framework for future airport improvement and development that would meet aviation demand, community acceptance, environmental compatibility and coordinate with other modes of local, state and national transportation. The master plan will define the type and extent of development activities necessary for the airport to meet projected aviation and economic development demand. Master plans are prepared to support improvement and development of existing airports based on the forecasted requirements from the plan.

The Federal Aviation Administration (FAA) requires regular updates of all airport master plans in order to reevaluate airfield design and assess future needs and prescribes goals and objectives of a master plan through specific Federal guidelines and regulations.

Department's Next Steps (if approved):

Provide FAA and ADOT signed copies of the grant offer to proceed with award of the project. Manage the Grant and monitor the consultant to complete the project as required.

Impact of NOT Approving/Alternatives:

The Airport Master Plan Study will not be completed as scheduled and funding allocated from the FAA and ADOT will not be provided this year. If the project is not completed we will not be in compliance with our Airport Capital and Improvement Plan as required by the FAA.

Sign 1 original and 2 copies of the FAA grant. Keep 1 original copy (already executed by the FAA) and return 2 of the signed copies to Lisa Marra to forward to FAA and ADOT.
