Approve cost proposals for Airport Master Plan Updates for Cochise County Airport (CC) and Bisbee Douglas International Airport (BDI) in the amounts of $188,106 and $208,028 respectively to Armstrong Consultants, Inc.
Background:
On July 9, 2013, the Cochise County Board of Supervisors approved an award of contract (Master Agreement) for Airport Planning & Engineering Services as a result of Request for Qualifications (RFQ) No. 13-23-FAC-01. The first two projects to be performed under this Master Agreement are Airport Master Plan Updates for CC and BDI Airports. An independent fee study (IFS) was conducted to evaluate the scope of work and cost proposals from Armstrong Consultant’s for these projects. Based on the IFS, the costs were negotiated in the amount of the cost proposals being recommended and have been approved by the FAA and ADOT.

Impact of NOT Approving/Alternatives:
Master Plan Updates for the Airports will not be completed as per the 5 year FAA scheduled airport capital improvement plan. Funding from FAA for the Plan Updates would be forfeited this year.
