Award Cochise County Contract for Construction Number 11-28-FAC-04 to Pavex Corp in the amount of $93,166 for the Medium Intensity Runway Lighting and Signage Upgrade Phase III Project at the Cochise County Airport.
Background:
The Cochise County Airport MIRL and Signage Upgrade Phase III project is a continuation of Phase II project, which was suspended due to unforeseen conditions found during the trenching for the new runway lights and additional funding was not available to continue the project. The FAA and ADOT-Aeronautics Group have provided additional grant funding to complete the project. Federal Aviation Administration Grant 3-04-0049-03-2010 in the maximum amount of $150,000 and ADOT-Aeronautics Group Grant E1F04 in the maximum amount of $3,948 will cover the costs for construction. No impact on the General Fund.
In January 2011 the Procurement Department issued a solicitation for construction bids based on re-packaged engineered plans and specifications for the Cochise County MIRL Phase III project. Bids were due on February 10, 2011 and Pavex Corp submitted the lowest base bid in the amount of $93,166.

Department's Next Steps (if approved):
If the contract for construction is awarded a Notice to Proceed will be issued to Pavex Corp. Pavex has provided a construction start date of April 4, 2011 and anticipates construction finish within 65 days.
Impact of NOT Approving/Alternatives:
Construction will not proceed and the airport runway lighting system will remain inoperable.
