Approve the selection of Armstrong Consultants, Inc. as the most qualified firm in response to Request for Qualifications (RFQ) No. 11-31-FAC-04 for Design, Engineering, and Planning Services for Reconstruction of Taxiways A1 & A2 and the Development of a Pavement Maintenance Plan for the Bisbee-Douglas International Airport; and authorize the Procurement Department to negotiate and execute a contract not to exceed $150,000.
Background:
On July 27, 2010 the Board of Supervisors accepted Federal Aviation Administration Grant Agreement 3-04-0013-06-2010 in the amount of $150,000 and on December 14, 2010 accepted Arizona Department of Transportation Grant Agreement-Aeronautics Group E1F03 in the amount of $3,948.
Request for Qualifications No. 11-31-FAC-04 was released on January 6, 2011, published in the San Pedro Valley News January 12-19, 2010, posted on the County procurement website, and RFQ notices were mailed to seventy-three consultants from the procurement vendor database. A job walk took place on February 3, 2011. Five Statements of Qualifications were received by the deadline of February 17, 2011 from the following firms:
• Armstrong Consultants, Inc. Gilbert, AZ
• Kimley-Horn & Associates Tucson, AZ
• Z & H Engineering, Inc. Scottsdale, AZ
• Stantec Consulting Services Phoenix, AZ
• Olsson Associates Phoenix. AZ
The RFQ evaluation panel consisted of representatives from Facilities Management, Community Development, and Procurement. The evaluation panel ranked Armstrong Consultants, Inc. as the most qualified firm for this project.

The project is funded by two separate grant agreements; Federal Aviation Administration Grant Agreement 3-04-0013-06-2010 in the amount of $150,000; Arizona Department of Transportation Grant Agreement-Aeronautics Group E1F03 in the amount of $3,948. The grant agreements will cover the cost of this project - therefore no impact on the General Fund.
