Approve a Memorandum of Understanding between the Department of the Interior, Bureau of Land Management, and Cochise County for the purpose of preparing the San Pedro Riparian National Conservation Area Resource Management Plan and the Environmental Impact Statement.
Background:
The purposes of this MOU are:
- To designate Cochise County as a Cooperating Agency in the RMP/EIS process.
- To provide a framework for cooperation and coordination between the BLM and the Cooperator that will ensure successful completion of the RMP/EIS in a timely, efficient, and thorough manner.
- To recognize that the BLM is the lead agency with responsibility for the completion of the RMP/EIS and the Record of Decision (ROD).
- To describe the respective responsibilities, jurisdictional authority, and expertise of each of the Parties in the planning process.
- To formally recognize shared commitments to maintaining local cultures and traditions, and maintaining and enhancing the local economy that sustains local communities while protecting the resources of the SPRNCA.
- To formally recognize the national and global value of the SPRNCA and to recognize the responsibility to manage the SPRNCA to achieve the purposes mandated by Congress.
Department's Next Steps (if approved):
Obtain Signature of Board of Supervisors Chair on the MOU, have personnel and consultants participate in development of the Draft EIS, provide updates on progress to the Board of Supervisors, and bring any additional funding requirements before the Board if necessary.
Impact of NOT Approving/Alternatives:
The County would be treated as any member of the public and would not have the opportunity to influence the development of alternatives or selection of the preferred alternative in the Draft EIS before it is released for public comment.
