Approve the Cochise Combined Trust schedule of benefits and rates for Fiscal Year 2011-2012.

Background:

Cochise County has been a participating entity in the Cochise Combined Trust (CCT) since July 1, 2002. The Cochise Combined Trust has been administered through Erin Collins & Associates. Administrative Enterprises is the third party administrator for insurance claims and payments.

Since July 1, 2002, the Board of Supervisors has approved, with each budget year, to absorb the increases in the health insurance premiums for that year and have not increased the employees' contribution to the health insurance.

The County Administrator is proposing no change to the employee contribution and no increase to the County. It is proposed that cash carry forward from the Cochise Combined Trust (CCT) will be used to absorb the increase in the health insurance premiums.

The FY 2011-2012 County benefit package changes are included in the attached powerpoint slides.

Department's Next Steps (if approved):

Upon approval of the Board of Supervisors, the County's open enrollment process will commence May 1, 2011 through May 31, 2011 with the changes in the benefits to take effect July 1, 2011.

Impact of NOT Approving/Alternatives:

The increase in health insurance premiums would need to be funded through another source (County absorbs increase and/or shares/passes the increase to employees). The current dental and vision provider contracts expire on June 30, 2011, and County Administration will have to engage in negotiations with other entities to provide a reasonable dental and vision package to all of the employees of Cochise County.
