Approve Intergovernmental Agreement (IGA) between Cochise County and the City of Sierra Vista for general use of equipment on an as need basis effective for a one-year term beginning on May 6, 2014 with automatic annual renewals up to five years.

Background:

The Cochise County, Facilities Management Department, is in need of certain items of equipment for various projects that is not in our existing inventory.  When this occurs, the needed equipment is typically leased or rented at commercial rates.  On February 14, 2014, the Facilities Management Department contacted the City of Sierra Vista, Public Works Department, to discuss the possibility of entering into an intergovernmental agreement (IGA) to allow for the sharing of specialized equipment on an as need basis between agencies, in an effort to expand capacity and minimize the cost of commercial rentals.  On March 27, 2014, the City of Sierra Vista passed Resolution No. 2014-024, approving an IGA with Cochise County to allow either entity to lease equipment that they do not have, but the other entity owns, sharing the use of such equipment as needed.

Coordinate/schedule the use of specialized equipment as needed.

Impact of NOT Approving/Alternatives:

If the IGA is not approved, the Facilities Management Department will have no choice but to procure certain items of equipment needed for special projects through commercial lease or rental that is much more costly.

Approve the IGA and return 2 copies, including one original, as a file copy to be returned to the City of Sierra Vista for record.
