Approve the award of Invitation for Bids (IFB) No. 14-33-HFP-04 for the Gleeson Road Improvements Project for Community Development to KE&G Construction, Inc in the amount of $321,200.

Background:

The scope of this project is to provide all material, labor and equipment required to improve and prepare 1.92 miles of Gleeson Road from a primitive dirt road to an all weather chip seal road. This project is located in eastern Cochise County, approximately six miles east of Tombstone, AZ. IFB No. 14-33-HFP-04 was prepared and released on March 5, 2014. The bid was advertised in the San Pedro Valley News on March 13-19, 2014. Posted on the County’s website and notices were e-mailed to ninety vendors registered in the Public Purchase e-Procurement database. An on-site job walk meeting was held on April 9, 2014. Three bids were received by the IFB closing date of April 17, 2014 at 4:00 p.m. The recommendation is to award the base bid only for the road base and embankment earth work, with the County’s Highways Division applying the chip seal process shortly after the contractor’s work is completed. Attached is a copy of the bid tabulation.

Execute contract. Obtain required bonds and certificates of insurance. Issue notice to proceed. Manage construction of project to include inspections and payments of invoices.

Impact of NOT Approving/Alternatives:

The additional 1.92 miles of Gleeson Road will not be improved from a primitive dirt road to an all weather chip seal road.
