Approve renewal to Intergovernmental Agreement (IGA) 14-071556, Sexually Transmitted Disease (STD) Services, between the Arizona Department of Health Services and Cochise Health & Social Services in the annual amount of $12,298 for a 5 year period effective January 1, 2014 through December 31, 2019. 

Background:

Cochise Health & Social Services has received funds from ADHS for many years to provide screening, laboratory testing, treatment, and follow-up for sexually transmitted diseases (STDs) primarily Gonorrhea, Chlamydia, and Syphilis. ADHS has entered a new contract phase with the Centers for Disease Control (CDC) which will extend through the five year period of 2014-2019 with the focus being building upon the current infrastructure that provides surveillance, epidemiology, disease investigation, prevention, policy and communication. These grant funds primarily subsidize CH&SS in: surveillance of STDs, assessing gaps in safety net services, monitoring screening rates, monitoring antibiotic-resistant disease, screening and treatment of individuals per CDC guidance, improving mandatory reporting, assurance of partner services/outreach services and linkage to care, and health promotion and prevention education. This new contract increases the total amount of the award by approximately $10,098.00 and adjusts various budget lines including adding approximately $6619.00 to Salaries & ERE which allows us to move at our discretion funds in the grant, up to 10%, into this line. With the current fee structure in place for STD testing and treatment, this program does have some funds available to support salaries and ERE’s related to providing this service, and facilitates our ability to draw down the entirety of the grant. This grant does not allow dollars for direct services therefore we will continue charging for these services to underwrite the cost of the provision of said services.

Impact of NOT Approving/Alternatives:

Not approving this Amendment may impede collaboration with ADHS thereby increasing man-hours in mandatory reporting and dissemination of information to our partners. The lack of collaboration with ADHS could cause the inability of the Health Department to collect all of the grant reimbursement for STD prevention services from the ADHS, and could cause increase draw down of General Funds to support continuing services.
