Approve the Airport Development Reimbursable Grant Agreement #E5F2H from the Arizona Dept of Transportation Aeronautics Group (ADOT) in the amount of $4,231 with a local match share of $4,233 for the acquisition of a pavement sweeper for the Bisbee-Douglas International Airport.
Background:
The County submitted a project application to the Federal Aviation Administration (FAA) on December 16, 2013 for a grant to purchase an equipment sweeper for use at the airport. FAA Grant #3-04-0013-009-2014 in the amount of $86,206 was accepted and executed by the Board on 9/9/14. This grant from ADOT is for their matching share of the project.
This sweeper is a critical piece of equipment required to keep the pavement on the runways and taxi-ways clear of foreign object debris. Both the runways and taxiways at the airport have had extensive renovation over the last year which requires the pavement be swept regularly to maintain the integrity of the asphalt. The Procurement Department has secured an acceptable bid for the equipment purchase which the FAA and ADOT have approved. This project allows $2,800 for administration overhead fees. This grant and equipment purchase is in the current budget. This project has been listed in the five-year Airport Capital Improvement Plan (ACIP) since 2009. Delivery of the sweeper is expected by the end of 2014.
Department's Next Steps (if approved):
TWO originals of the Grant Agreement will be provided to the Clerk of the Board. After formal Board approval and appropriate signatures, please return BOTH signed originals to Lisa Marra to return to ADOT. ADOT will execute the grant and return one copy to the BOS Office.
Impact of NOT Approving/Alternatives:
If this Grant Agreement is not approved, the County will lose Federal and State approved funding on the airport project in the amount of $90,438. A sweeper would not be purchased and the pavement would not be maintained as required by the FAA and ADOT regulations
