Adopt Resolution 14-84, establishing Ramsey Canyon Multi-Use Path as described therein, as a County Highway.

Background:

Recommendation: This department recommends that the accompanying resolution be adopted establishing Ramsey Canyon Multi Use Path as a declared County Highway.

Background (Brief): Per the approved 13/14 work plan and pursuant to a request by the Board of Supervisors, Ramsey Canyon Multi Use Path along Ramsey Canyon Road will be improved approximately 1.1 miles to the west and southwest. The project is to include clearing and grubbing, roadside ditches, placement of an aggregated base course, chip sealing and new fencing. The proposed path will also require crossing Ramsey Canyon Creek and the design utilizes a concreted dip crossing similar to the existing Cherokee Avenue multi use path.

The path will be 10 feet in width, and the right-of-way width will be 23-32 feet in width due to the overhead utilities. The electric company and the cable company have been contact and no objections were received.

In order to facilitate the planned improvements, and in accordance with state statues, the Ramsey Canyon Multi Use Path must be established as a Declared County Highway.

Fiscal Impact & Funding Sources: Approved expenditure by the Board of Supervisors for 13/14 work plan with a budget of approximately $216,400 of which the right-of-way acquisition is approximately $81,800.

Department's Next Steps (if approved):

Once legally established as a County Highway, the project will be scheduled for construction.

Impact of NOT Approving/Alternatives:

The Ramsey Canyon Multi Use Path will not be established as a County Highway and construction of the path will be in conflict with state statutes.
