Approve one paid day off incentive for Cochise County employees who participate in all applicable CCT sponsored wellness events in a fiscal year and direct staff to incorporate in policy.

Background:

Background: Cochise County has been a participating entity in the Cochise Combined Trust (CCT) since July 1, 2002. The CCT provides health insurance coverage to all employees of Cochise County and their dependents. One component of the CCT health insurance program offered to employees and their dependents is the opportunity to participate in preventive wellness screenings held throughout the County several times a year.

Wellness screenings are premised on the concept of prevention and/or the early detection of illness or disease. Illness or disease prevention and/or the early detection of such results in a healthier work force with less absenteeism and higher productivity. Additionally, this prevention and early detection should ultimately result in less overall costs to the Trust, thereby maintaining current cost contributions and/or potentially lowering those contributions.

We are proposing this as a pilot program, and would need to assess annual participation against CCT claims data to verify the on-going effectiveness of the program. If approved, County employees would need to participate in all of the specifically-identified on-site wellness events sponsored by the CCT during the fiscal year in order to be eligible for the paid day off incentive. This fiscal year, there are five (5) on-site wellness events for both female and male employees. The on-site wellness events focus on the prevention and detection of illnesses and diseases in the areas of cardiovascular health, diabetes, kidney/renal failure, all cancers (skin, breast, prostate, testicular) osteoporosis, and preventative flu and pneumonia vaccines. The County's consultant, Erin Collins & Associates (ECA), has confirmed that if an employee participates in all eligible on-site wellness events, the cost will not exceed the annual $500 allocation that each employee receives for wellness through the CCT. These wellness events are offered at no out-of-pocket cost to the employee.

An analysis of the CCT claim categories by cost is included. This analysis demonstrates the increasing costs to the CCT, and subsequently to the participating entities and members that are associated with the various illness/disease categories. These categories include neoplasms (or cancers), diseases of musculoskeletal system, diseases of the digstive system, diseases of the circulatory system and symptoms or ill-defined conditions. The direct monetary impact to the Cochise Combined Trust (CCT) is clear. Based on industry standards, it is expected that these costs will be reduced (or at least held) if more employees participate in on-site wellness events. The exact monetary impact of early detection and or prevention of illness or disease will need to be assessed using future claims data.

If approved, the Human Resources Department will send notification advising employees of the incentive to participate in the specific wellness events this year.

Impact of NOT Approving/Alternatives:

None. The County would continue to encourage employees to participate in the CCT on-site sponsored wellness programs.

No direct fiscal impact. The opportunity cost would be that participating employees would receive a day off of work with pay. An approximate example of this opportunity cost is: $24.50 (average hourly employee rate) x 100 (estimated participants) x 8 hour day = $2,245. Wellness participation is generally lower than we prefer, so it is not anticipated that a large number of eligible employees will participate.
