Approve Employee Merit Award Distribution in the Procurement Department in the amount of $4,250.00.
Background:
On April 14, 2011, the Procurement Department submitted an incentive award request to County Administration. This request documents the amount of monies the Procurement Department has saved Cochise County in calendar years 2008-2011. It also documents the amount of revenue generated by the Property Management Division for calendar years 2006-2010. The monies saved and revenue generated has resulted in a reduction of county expenditures and has provided additional revenue to the County budget in addition to improving the overall operation of the Procurement Department. It further demonstrates that the monies saved and revenue generated exceeds the Procurement Department operating budget, essentially making that department cost neutral to the County.
This has been accomplished as a result of many factors, to include:
• The Board of Supervisors decision to centralize the procurement operation and create a procurement department
• Hiring of experienced procurement professionals to replace staff who resigned and having an experienced, well qualified Property Manager on staff
• Implementation of a formal cost savings reporting program
• Staff going well above and beyond the requirements of the job by creating a sustainable organization through the use of innovative and creative ideas and solutions.
The Employee Merit Distribution amount requested is $4,250.00. The distribution amounts requested are what are considered by the Procurement Director to be a modest, fair and equitable distribution considering the savings and revenue amounts realized as a result of the efforts of the Procurement Department and in comparison to distribution amounts approved for other merit award distribution amounts for CASS, Heavy Fleet and Fleet.
