Approve the agreement between Cochise County and Southeast Arizona Behavioral Health Services (SEABHS) for Title 36 Mental Health Services.
Background:
Cochise County had contracted for years with SEABHS for the provision of pre-petition screening and hospitalization for evaluation for Title 36 mental health services. That agreement was last modified in 2003 setting a cap of $100,000 annually for their services, and set $250 as the fee for pre-petition screening and $600/day for inpatient evaluation in their Psychiatric Health Facility (PHF) in Benson. Over a year ago, SEABHS asked the County to re-negotiate this agreement, increasing the rates for all services and increasing the $100,000 cap. At that time, SEABHS was undergoing major changes in their leadership. These negotiations were further complicated in 10/1/10 when there was a change in Regional Behavioral Health Authority (RHBA) for this area from Community Partnership of Southern Arizona (CPSA) to Cenpatico. _____________________. Throughout these negotiations, the County has continued to pay SEABHS at the rates negotiated in 2003.
