Adopt Resolution 16-46, authorizing revisions to the Road Maintenance System for Mascot Mine Road, Hurtado Ranch Road and Tamarisk Avenue as described therein.

Background:

Recommendation: The Highway and Floodplain division recommends adopting the accompanying resolution to revise the Maintained Road List for Mascot Mine Road, Hurtado Ranch Road and Tamarisk Avenue.
 
Background (Brief):
In preparation for a change in the Maintained Road Atlas format, the Highway and Floodplain division has undergone a review of the Maintained Road List and the Maintained Road Atlas.  The review identified three roads where the maintenance status needs to be addressed.  These roads are Mascot Mine Road, Hurtado Ranch Road and Tamarisk Avenue. 
 
Mascot Mine Road and Hurtado Ranch Road are located in Dos Cabezas and portions are gated.  A work session regarding the gates was held in 2010, however the dispute between land owners was not resolved and the gates remained closed to the public.  It is recommended to adjust the MRL and Atlas to reflect permitted maintenance up to the locked gates.  This will result in a decreasing the mileage of Mascot Mine Road from 0.984 to 0.379 and removing Hurtado Ranch Road entirely.
 
Tamarisk Avenue is located in Sunsites within the partially developed Re-subdivided Stronghold Mobile Estates.  Tamarisk Avenue was not developed as a subdivision road and inadvertently included on the MRL.  It is recommended to remove this segment.

Department's Next Steps (if approved):

Upon Board adoption of the resolution, no further action is required.  Highway and Floodplain division staff will update the Maintained Road List and Maintained Road Atlas.

Impact of NOT Approving/Alternatives:

If the resolution is not adopted, the Maintained Road List and Maintained Road Atlas will continue to identify non-maintained portions of Mascot Mine Road, Hurtado Ranch Road and Tamarisk Avenue as a maintenance liability.
