Accept a donation to Cochise County from the Howard G. Buffett Foundation to build the Southeast Arizona Regional Communication Center in the amount of $1,734,000.
Background:
The purpose of this donation is to enhance law enforcement services in Cochise County and surrounding areas by providing funding to assist in the building of a regional dispatch center. This regional dispatch center will provide both data and radio services that will ultimately allow for all public safety agencies within Cochise County to be dispatched out of the same facility. The Howard G. Buffett Foundation (HGBF) is providing the Cochise County Sheriff's Office (CCSO) a total amount of 1.734 million dollars ($1,734,000) to build the regional dispatch center. This donation is restricted for construction of the Southeast Arizona Regional Communication Center (SEACOM).
These funds must be applied only to the expenditures described in the attached budget which was submitted to the HGBF by Commander Tom Alinen on November 7, 2016. As outlines in the budget, a contribution of $250,000 from the City of Sierra Vista and a donation of $1,000,000 from the Governor's Office will be applied towards this project. At the conclusion of this project, any unexpended funds must be returned to HGBF.
By accepting these funds, CCSO agrees to submit bi-annual reports to the HGBF until the conclusion of the project. These reports will summarize the activities and provide full financial accounting of all grant funds.
Deputy Cochise County Attorney Lauri Owens has reviewed and approved this donation on November 14, 2016.

If this agreement is approved, the Cochise County Sheriff's Office will coordinate building efforts with Cochise County Facilities and Procurement Departments.
