Approve revisions to the Cochise County Merit System Rules and Human Resources Policy Manual to be effective December 20, 2016.
Background:
County Administration and Human Resources recommend that the Cochise County Board of Supervisors approve revisions to the Cochise County Merit System Rules (Exhibit A) and Human Resources Policy Manual (Exhibit B). The recommendations for revisions to the Merit System Rules will:
The recommendation for the revision to the Human Resources Policy Manual will:
- Correct all verbiage in reference to closed meetings to open meetings per the Open Meeting Laws with the option for a motion to be made for the meeting to go into executive session, and
- Change the duration for certification lists for all positions within the Cochise County Sheriff’s Office to 360 days.
The recommendation for the revision to the Human Resources Policy Manual will:
- Amend the Sick Leave Payout Upon Retirement section removing the reference to A.R.S. 38-615 and removing the fifteen year service requirement.
Department's Next Steps (if approved):
Human Resources will revise the Merit System Rules and County Human Resources Policies to reflect the changes, we will notify employees of the changes and post the revised documents on the internal County website.
Impact of NOT Approving/Alternatives:
The Merit System Rules would be out of compliance with the open meeting laws and the CCSO will be required to adhere to the 90 day certification list expiration for all non-law enforcement personnel. Under the Sick Leave Payout Upon Retirement section in the Human Resources Policy Manual, the reference to the A.R.S. 38-615 statute would not be deleted and only those employees with 15 years or more of service with Cochise County would be eligible for the sick leave payout.
