Adopt the new Workplace Violence Prevention Policy, Confidentiality Policy and revisions to the Policy Controlling Access to and Use of County Vehicles and Equipment (repealing any previous versions) to be effective February 1, 2017.
Background:
Recommendation: County Administration and Human Resources recommend that the Cochise County Board of Supervisors adopt the new Workplace Violence Prevention Policy (Exhibit A), the new Confidentiality Policy (Exhibit B) and revisions to the Policy Controlling Access to and Use of County Vehicles and Equipment Vehicle Use Policy (Exhibit C). The Human Resources Policy Manual will incorporate the two new policies:
1) Workplace Violence Prevention Policy which recognizes that Cochise County will provide a safe work environment and outlined procedures to follow in situations that may progress to a level of violence; and
2) Confidentiality Policy which recognizes the need for employees whom have access to confidential information to adhere to the strict confidentiality of information unless requested through appropriate public records requests.
The Human Resources Policy Manual will incorporate revisions to the Policy Controlling Access to and Use of County Vehicles and Equipment (formally known as the Vehicle Use and Accident Risk Review Policy). The revisions reflect corrective action that mirrors the progressive disciplinary process outlined in the Merit System Rules, change the name of the ARRB (Accident Risk Review Board) to the Incident Risk Review Board (IRRB) and establishes the process for verification of employee driving records.
Background: The Cochise County Board of Supervisors has the authority to adopt County personnel policies outlining how personnel administration is addressed within County Government. These policies have been adopted by the Board of Supervisors: 1) as required by federal and state laws, 2) to provide benefits for employees such as annual leave, sick leave and donated leave for catastropic illnesses, and 3) to provide clear and concise organizational policies for all employees. The Board of Supervisors adopted the Human Resources Policy Manual at their March 13, 2012 meeting and was effective April 1, 2012, revised January 1, 2014 and revised September 4, 2014 and also adopted revisions to the Merit System Rules at their March 13, 2012 meeting which were effective April 1, 2012.

Department's Next Steps (if approved):
Human Resources will revise the County Human Resources Policies to reflect the changes, notify employees of the changes and post the revised documents on the internal County website.
Impact of NOT Approving/Alternatives:
There would not be a Workplace Violence Prevention Policy or a Confidentiality Policy and the current Vehicle Use and Accident Risk Review Board Policy would remain in effect.
