Approve the award of Request for Qualifications (RFQ) No.17-14-P&Z-03 On Call Building Plan Review & Site Inspection Services to establish a qualified list of two firms for residential and commercial building plan review and site inspection services for the Community Development Department.
Background:
Request for Qualifications RFQ 17-14- P&Z-03 was prepared and released on November 22, 2016, the solicitation was advertised in the Arizona Range News on November 30 and December 7, 2016. The RFQ was posted on the County and Public Purchase websites, 44 consultants were notified by e-mail. Four responses were received prior to the closing date and time of December 21, 2016 at 3:00 pm.
An evaluation panel consisting of three personnel from the Community Development Department evaluated, scored, and ranked the request for qualifications received in accordance with the evaluation criteria specified in the RFQ, An evaluation score sheet is attached, the two firms that are recommended for approval for the on call list are:
Shums Coda, Phoenix, AZ
Brown & Associates, Phoenix, AZ
The list will be valid for a one year period with the option extend the agreement for four additional years in one year extensions.

Execute Professional Service Agreements for services on an as needed basis.
Impact of NOT Approving/Alternatives:
Procurement would be required to issue a RFQ every time there was a project that required building plan review or site inspection services. Decreasing customer service and increasing administrative time and money.
