Approve purchase agreement for sale of Cochise County Hospital for the sum of $268,000 as offered through the Public Surplus Auction process by Videa Enterprises AKA Videacorp.

Background:

Cochise County Internal Services and Facilities management have been working together since July 2016 to market and sell the Old Cochise County Hospital at 2174 West Oak Ave. in Douglas, AZ.
During this time frame we have had 3 instances of Vandalism at this facility, repaired a section of the roof and repaired all vandalism damage
We have listed this facility on 2 separate occasions with Public Surplus Auction. The first listing we had a reserve bid amount of $400,000.00 and we received no bids.  The second listing we removed the reserve amount and received 167 bids.  After vetting the bidders, Videacorp (Videa Enterprises) was awarded the successful bid.  Their final offer was $268,000.00.
This Facility, if continued to be owned by Cochise County, represents a significant liability and will continue to cost taxpayer dollars to deal with vandalism. As an unoccupied facility it will continue to deteriorate and lose value.

Department's Next Steps (if approved):

If approved, Cochise County Attorney will work through the escrow and Title deed process to facilitate the transfer of this facility to Videacorp (Videa Enterprises). 

Impact of NOT Approving/Alternatives:

If the sale is not approved Cochise County will remain liable for maintaining the integrity of the facility and cost of insurance premiums and future vandalism repairs.
