Approve amendment 1 to the contract with Revolutionary Text, LLC for remote reporting services.

Background:

In 2016, the County executed a contract on behalf of Superior Court following a formal RFQ Procurement process with Revolutionary Text, LLC to provide remote reporting services.   We were the first county to do it and we were successful.    
Currently, we use this service regularly in two courtrooms and expect to add a third court in the Fall to provide service in Sierra Vista.  The Sierra Vista courthouse does not currently have the necessary technology installed to access this service. This amendment will provide the funding necessary to maintain services to the two current courtrooms. The amount allocated to bring in new courtrooms (equipment installation) has been adjusted upwards to reflect actual costs and better equipment.  Experience showed that we received a bargain price for the two initial equipment installs.The modest increase for reporter services reflects the national and local shortage of qualified reporters.   
These increased costs were included within our FY17/18 budget request.  These revised cost figures should remain constant for the remainder of the five year contract term.

The original term remains the same.
 
Costs.  For each courtroom we have added $1,000 to the annual license and maintenance fee. Currently we have 2 courtrooms so $2,000.    We increased the annual cost in Division VI, by $5,000.   We increased the cost in Division II by $2,000, reflected by a new daily per diem rate.
 
For each new courtroom, we will pay $30,000 in install costs, which is actual cost. Previously, $15,000. 
 
These contract costs will remain stable for the remainder of the five year term.
 
So, increased operating costs this year at most would be $9,000, less as part of the year is over.

Work with Procurement and County Attorney to execute contract.

Impact of NOT Approving/Alternatives:

There are no cost-effective alternatives. Alternative include not holding court until a reporter is available or markedly increasing reporter pay to attract potential staff and contract reporters.
