Adopt Resolution 17-19 to approve the Cochise County Multi-Jurisdictional Hazard Mitigation Plan 2017 as required by the Disaster Mitigation Act of 2000.

Background:

The federal Emergency Management Agency has since 2000, promoted the development of hazard mitigation plans (HMP) for local and county jurisdictions.  An HMP identifies the major natural and human-caused hazards facing a jurisdiction and lays out strategies to lessen the impact of those hazards. Cochise County has maintained a multi-jurisdictional hazard mitigation plan that not only addresses county hazard mitigation strategies, but also includes hazard mitigation strategies for the seven municipalities within Cochise County.  This plan is reviewed annually by a committee of representatives from each jurisdiction and FEMA requires that the plan is updated every five years.  This 2017 plan is the update of the current 2012 plan.  The 2017 plan has been developed by a committee of representatives from the County and all municipalities within the Cochise County.  The planning process has taken approximately 14 months to complete and has been reviewed and approved for adoption by FEMA.
 

Department's Next Steps (if approved):

If approved, a copy of the signed adoption resolution will be submitted to FEMA and the plan formally accepted at the County's HMP for the next five years.

Impact of NOT Approving/Alternatives:

If not approved, the FEMA approval will expire within 12 months and the plan will be voided.
