Approve the award of Invitation for Bid (IFB) No. 17-26-FAC-04 for Improvements to the Bisbee Douglas International Airport Reconstruct Taxiway A for the Facilities Management Department to Pavex Corporation in the amount of $673,025.
Background:
IFB 17-26-FAC-04 Bisbee Douglas International Airport Schedule I Taxiway A Reconstruct was prepared and released on May 30, 2017 via the PublicPurchase.com website. The bid was advertised in the San Pedro Valley News-Sun May 31 - June 7, 2017 and was posted on the County Procurement website. Bid was accessed by 78 agencies registered in the PublicPurchase.com database. Nine(9) sets of documents were purchased by potential bidders and subcontractors. An on-site job walk/pre-bid meeting was held on June 20, 2017 at 11:00a.m., seven (7) potential contractors attended. Three (3) bids were received by the IFB closing date and time of June 29, 2017 at 4:00p.m. Bids were reviewed and evaluated, a copy of the bid tabulation and recommendation from the County's contracted airport engineer, Armstrong Consultants is attached.
Department's Next Steps (if approved):
Execute Contract. Obtain required bonds and certificates of insurance. Issue Notice to Proceed. Schedule pre-construction meeting. Monitor contractor's performance.
Impact of NOT Approving/Alternatives:
Taxiway A rehabilitation and construction will not occur, resulting in further deterioration of the taxiway until another alternative is programmed into the Airport Improvement Program(AIP). Grant funding will also be lost.

Airport Improvement Plan Grant# 3-04-0013-011-2017 from the Federal Aviation Administration(FAA) is the amount of $741,497 with a local match share of $37,075 for this project was approved by the Cochise Count Board of Supervisors on August 22, 2017. Funding should be made available upon signing of agreement, and will be disbursed on an as-needed-bases during the course of the project.
