Approve a contract with Century Link for E911 Managed Service through the State of Arizona's overarching contract for the newly created Southeast Arizona Communications Center (SEACOM).
Background:
The State of Arizona contracts with Century Link for e911 services and other government entities can use this contract.

Send approved contract to Tom Alinen.
Impact of NOT Approving/Alternatives:
SEACOM will not have the ability to deal with e911 services.
