Approve a Professional Services Agreement (PSA) with Copper Queen Community Hospital for Jail and Juvenile Detainee Hospital Services for the Cochise County Health Department in the estimated amount of $200,000 for the period of August 1, 2011 through July 31, 2012.
Background:
Background: Professional Services Agreement No. 10-06-HEA-01 with Copper Queen Hospital expired on June 30, 2011. A contract amendment extending the contract period through August 31, 2011 was executed to continue services until a new contract could be negotiated. This was a two year contract resulting from a PSA approved by the Board of Supervisors on September 1, 2009. The purpose of this PSA is to provide in-patient and out-patient services as required for jail and juvenile inmates. Copper Queen Community Hospital is the only hospital in Cochise County that can meet the requirements for these services because of the proximity to the jail and the need for a secured area for the inmate. Currently, EMT service is required to transport inmates to the closest hospital, which is the Copper Queen Community Hospital in Bisbee.
Therefore, a Request for Proposals would result in a sole bid and a decision was made to negotiate a sole source PSA with Copper Queen Community Hospital. Copper Queen Community Hospital has agreed to continue their rate at a 45% discount from billed charges.

Procurement would have to use Copper Queen Community Hospital without a PSA at a much higher cost.

Expenditures in FY2010-11 were approximately $180,500. The estimated expenditures for FY 2011-12 are $200,000. Funding for the jail is out of line item 100-5000-5220-431.332 and juvenile is 100-5000-5235-431-332.
