Approve a software service subscription agreement with Cogniac Corporation for visual observation automation for the period of August 1, 2018 through August 1, 2019 with a one year automatic renewal in the amount of $60,000.

Background:

The Sheriff's Office SABRE team utilizes covert surveillance cameras throughout Cochise County to monitor illegal activity occurring along the US/Mexico border on known or suspected smuggling routes.  Depending on activity levels and other factors the cameras can generate hundreds of images per hour. As we continue adding cameras to our surveillance system the number of images is expected to double or even triple. 

SABRE consists of 5 deputies and 2 DPS troopers.  Currently, they are responsible for viewing the thousands of images received. Out of the thousands of images, less than half contain images of smuggling activity.  To be effective, the actionable images need to be identified within minutes of receipt.  The system has grown in scale to the point it is impossible for the current staffing to sort through the images in a timely fashion and respond to the field. Over the last few months I've tried to identify a solution.  I contacted IT and other software vendors who were unable to help.  

Recently, I became aware of Cogniac and their capabilities.  Their software solution takes our pictures, processes them and, if a person is present, sends an alert via email.  The whole process takes a few seconds and the accuracy rate is over 90% and improving.  Cogniac has worked with Border Patrol, Customs and Border Protection and other law enforcement and military agencies with similar mission parameters.  Currently they are providing a test and evaluation period with SABRE.  They've successfully and seamlessly integrated into our network and are performing well.  I am unaware of any other vendors who could provide this capability at all, let alone with the same ease, timeliness and accuracy. 

The software service is an annual subscription.  The cost is $60,000 which will be paid in two payments of $30,000.  The initial payment will be taken out of the State of Arizona Border Security and Law Enforcement sub-account, which the Sheriff's Office already has available.  We are hoping to get the balance paid through Stone Garden funding; however if that doesn't occur, we can pay the balance through the Border Security and Law Enforcement sub-account.
