Approve an agreement between Cochise County and Axon Enterprise Incorporated to provide body cameras, tasers, and related equipment effective April 15, 2019 through April 15, 2024 in the amount of $580,784.58 to be paid over a five year period.
Background:
In order to stay current with modern policing practices, the Sheriff's Office is wanting to purchase 60 body worn cameras for our patrol deputies. This will allow our deputies to record investigations as well as encounters with the public. The digital footage obtained can be used as evidence and to help the deputies keep a more accurate account of their investigations. Axon will replace all body cameras 2 times within the 5 year agreement. Axon will also provide 5 additional body cameras in case a camera is damaged.
The Sheriff's Office will obtain 119, X2 Tasers. The Tasers will be issued to our deputies and detention staff. The Tasers will be equipped with smart batteries. The smart batteries will activate any Axon body camera that is within 10-15 feet of a Taser that is activated. This will help ensure Taser events are recorded even if the deputy forgets to activate the body camera. Included in the agreement will be an unlimited supply of Taser live cartridges and Taser training cartridges and Taser smart batteries. All Tasers will be covered with a 60 month warranty.

The Sheriff's Office will also be granted unlimited data access to Evidence.com. All digital evidence will be stored on Evidence.com and the Cochise County Attorney's Office will have direct access to Evidence.com.
Department's Next Steps (if approved):
If approved Cochise County will enter into an agreement with Axon. They (Axon) will provide our staff with training in the use and management of the body worn cameras and the use of Evidence.com. This training will be offered in a train the trainer format. Policy will be established for the use of the body worn cameras as well as the retention/storage of the digital media. Once the equipment is received, CCSO staff will train deputies and detention officers in the use of the Tasers and body worn cameras. The equipment will be issued to our personnel. Please note that Procurement has reviewed the price quote and has accepted the "sole provider" letter from Axon.
Impact of NOT Approving/Alternatives:
The Sheriff's Office has funding to cover only year 1. If the contact is not approved the Sheriff's Office will not be able to equip our personnel with body worn cameras. Our current inventory of Tasers is outdated and no longer under warranty. Our older Tasers are beginning to breakdown and are being taken out of service.

This is a 5 year agreement with Axon. The Sheriff's Office has funding to pay $146,066.36 for year 1. We are requesting Cochise County pay the annual installments for years 2-5. The annual installments for years 2-5 are $116, 518.23
