Approve the Grant Agreement 19-AZDOHS-HSGP-190400-01 in the amount of $32,254 for Regional Technical Rescue Equipment effective October 1, 2019 through September 30, 2020.
Background:
The State Homeland Security Grant Program is a federal grant program that funds preparedness projects in an effort to increase readiness in response to all hazards and terrorist attacks. The County Technical Rescue Committee is a sub-committee under the Local Emergency Planning Committee (LEPC) who organizes specialty rescue training, coordinates resources during large technical rescue events, and maintains equipment caches through partner agencies. The Office of Emergency Services sponsors the LEPC and administers grant applications in support of the committees priorities. No less than 10 public safety agencies have benefited from the equipment and training provided by this committee. Two emergency equipment caches exist for use by any public safety agency based in Cochise County. Sunsites Pearce Fire District and Fry Fire District are the custodians for each cache and ensure equipment is available for immediate deployment and in good working order. This is a 100% reimbursed expense grant with no cost match required by the county.

Purchase equipment and add to County caches with custody reciepts.
Impact of NOT Approving/Alternatives:
If this grant is not approved countywide response to technical rescue incidents will be degraded requiring support requests to be routed to Tucson delaying responses by as much as 2-3 hours. Individual agency grant applications would then be submitted in subsequent years which would have a low likelihood of success due to the priority of regionalized resource projects by the grant advisory council.
