Adopt Zoning Ordinance 20-12 amending certain Zoning district boundaries from R-36 (one dwelling per 36,000 square feet) to RU-4 (one dwelling per four acres), pursuant to the application of Seed Capital Investments, LLC.

Background:

The Applicant requests a rezoning from R-36 (Residential, one dwelling per 36,000 square feet) to RU-4 (Rural, one dwelling per four acres). A Special Use Authorization is also requested (approved by the Planning and Zoning Commission 5-1) to allow a phased medical cannabis grow and packing facility. Phase one will include approximately 28,000 square feet in greenhouses, an approximately 3,000 square foot office and agricultural storage of approximately 3,500 square feet. Phase two will include an approximately 28,000 square feet in greenhouses. 

The project is located on the northwest corner of Fort Grant Road and Harguess Way, north of Willcox. The parcel number is identified as 201-30-007A. The Applicant is Mr. Ronald Redburn with Seed Capital Investments, LLC.

On Wednesday, August 19, 2020, the Cochise County Planning and Zoning Commission (Commission) voted 5-1 to recommended approval of rezoning Z-20-08 to the Board of Supervisors. 

The Rezoning Application requests to change the zoning from R-36 to RU-4.  The rezoning is to facilitate Special Use SU-20-07 for a medical marijuana growing and packaging operation.

The Zoning Ordinance will be recorded.

Impact of NOT Approving/Alternatives:

The parcels will remain R-36 and the Special Use Authorization becomes null and void.
