Approve the service contract between Gemalto Cogent ("The Tassis Group") and the Cochise County School Superintendent, to provide civilian-based electronic fingerprinting services, through the Arizona Department of Public Safety, at the office of the County School Superintendent.
Background:
Cochise County educators currently do not have a local option for electronic fingerprinting. Fingerprint clearance is required by ARS 15-534 for teaching certification. At this time, the only option is paper fingerprinting being processed through the mail which can take an extended amount of time (weeks). This contract with Gemalto Cogent will give educators (and other residents requiring this service) a local, electronic option.
Department's Next Steps (if approved):
Upon approval of the contract, Gemalto Cogent will provide the CCSSO with all required equipment and all CCSSO staff wil be trained on providing this service.
Impact of NOT Approving/Alternatives:
If this contract is not approved, Cochise County residents will have to continue to use the paper and mail based fingerprint clearance options that we currently have, leading to delays in certification for area educators.

Fiscal Impact & Funding Sources (if known):
There will be no cost to the County School Superintendent for equipment or service fees. The total cost to the customer will be $75.25, including State DPS and FBI fees. The cost for the service will be $8.25, with $3.00 going to the County School Superintendent for each transaction.
