Approve renewal of an IGA with the Arizona Department of Fire, Building and Life Safety Office of Manufactured Housing to enforce installation standards and provide inspection services to the City of Tombstone for a five-year term, effective December 20, 2011.
Background:
In 2006 Cochise County entered into an IGA with the State to provide inspection services for the installation of Manufactured Homes and Factory Built Buildings. Every 5 years this agreement must be renewed. We have been requested by the State to continue with this agreement that ultimately results in a benefit to Cochise County residents. As part of this IGA renewal, we have been asked by the City of Tombstone and the State to extend such inpection services to the City of Tombstone. The Board at its sole discretion can approve the IGA to provide inspection services to the City of Tombstone or approve the IGA to provide such services in the unincorporated areas of the County (Current Scenario). Enclosed please find a copy of these IGA's for your review and consideration. Staff recommends to the Board, approval of the IGA to provide inspection services to the City of Tombstone. In addition, Staff recommends that the fees for such inspections be set for $180.00 as compared to our inspection fees of $120.00. This fee differential is intended to offset the costs of fuel (mileage) and fleet charges. Staff estimates that we will probably be asked by the City of Tombstone to perform such inspections about 2-3 times per year.
Department's Next Steps (if approved):
Upon approval the IGA will be routed, signed and returned to the State Office of Fire, Building and Life Safety Office and the City of Tombstone (if approved).
Impact of NOT Approving/Alternatives:
If we do not enter into the IGA all installations of Manufactured Homes would have to be inspected by a State inspector. State inspectors would not be available on a daily basis and would not inspect zoning provisions. TIn any case, the County would still need to send an inspector to the site to inspect for zoning compliance.

Route IGA for signatures and return to Building Division for processing with the State and the City of Tombstone (if approved). Final signed documents would be distributed.

This IGA allows the County Building Division to provide inspection services for the installation of Manufactured Homes and Factory Built Buildings. The state allows the County to impose a fee for inspection services. The County does not charge the maximum fee allowed by the state ($300) but charges $120 for the unit plus other associated fees. The building inspections for these homes are part of the normal inspection routine and the balance between revenue and expense is close.
