Approve Intergovernmental Agreement (IGA) with Santa Cruz County, and the Santa Cruz and Cochise County Superior Courts, for Juvenile Detention Services, in the approximate amount of $675,000 per year, effective January 1, 2021 through June 30, 2023.

Background:

In recent years, in Cochise County and elsewhere in Arizona, the practice of detaining juveniles has diminished significantly.  Consequently, many Arizona counties have found that their juvenile detention facilities are significantly underutilized compared to the original capacity for which they were built, yet staffing requirements remain largely the same.  As a result, several rural counties have entered into agreements with other counties for detention services to take advantage of economies of scale.

With this IGA, Santa Cruz County will host any Cochise County juveniles who are appropriate for detention, with four beds guaranteed for Cochise County juveniles.  The IGA calls for Cochise County to split Santa Cruz' costs of operating their detention facility, which for 2020-21 is budgeted to be $1.2 million.  Cochise County will also split routine medical expenses, which this fiscal year Santa Cruz has estimated to be $150,000.  Cochise County will also be responsible for any non-routine medical expenses of its juveniles.  Cochise County will also be responsible for transport of juveniles to and from the Santa Cruz facility.

Last year the County spent $1.7 million for juvenile detention services.

Under the IGA, Santa Cruz will begin hosting Cochise County juveniles beginning January 1, 2021.  The term of the IGA will be through June 30, 2023.

As Santa Cruz begins hosting, Cochise County's juvenile detention center will be closed and repurposed.

Plan for the transition to the Santa Cruz juvenile detention facility, including arranging for transportation.

Impact of NOT Approving/Alternatives:

Santa Cruz County will not be available for juvenile detention services.
