Approve the Memorandum of Understanding between the Housing Authority of Cochise County and Cochise County Planning and Zoning to administer the Owner-Occupied Housing Rehabilitation, Weatherization, and Emergency Home Repair Programs.
Background:
The Housing Authority of Cochise County has adminstered the Owner-Occupied Rehab, Emergency Home Repair, and Weatherization Programs for 10 plus years. However, the HACC Program Manager who oversaw these programs recently retired and the grants are too small to justify hiring a new employee. With 4 jobs left on the Rehab Program and the 2012 CDBG grant cycle beginning in January 2012, HACC will continue to administer the administrative duties associated with these grants while P & Z does the field work necessary to complete projects.
Department's Next Steps (if approved):
If approved, HACC will continue with the approval of the projects and work with P & Z to complete 4 jobs in the Rehab Program by June 2012.
Impact of NOT Approving/Alternatives:
If it is not approved, Housing would need to research other alternatives to administer these grants.
