Approve the Local Workforce Development Plan 2020-2023, Infrastructure Funding Agreement (IFA) effective July 2020, IFA effective January 2021, Memorandum of Understanding (MOU), Shared Governance Agreement and Consortia Agreement, and acknowledge the receipt and review of the Fiscal Year 2020-21 Budget at the December 3, 2020 Work Session, all related to the Southeastern Arizona Workforce Investment Area One Stop Operator System Certification for 2021 to 2023.

Background:

WIOA Section 121(c)(1) and §678.500(a) requires that the Local Workforce Development Board (LWDB), with the agreement of the chief elected official, shall develop above listed documents (between the local board and the one-stop partners), with the agencies that serve as Partners in the ARIZONA@WORK-Southeastern Arizona One-Stop Delivery System that is operated in Cochise, Graham and Greenlee counties.

Department's Next Steps (if approved):

Review and sign the two copies of the above agreements so that once expenses have been submitted to the State for expenses and cost share, the State WIOA funds (only up to the contract limit) can be wired to Cochise County and passed to Cochise Private Industry Council, Inc. in order to cover expenses. 
 

Impact of NOT Approving/Alternatives:

Per the WIOA law requires each Local Workforce Development Board develop and submit to the State, in partnership with the Chief Elected Officials(s) a comprehensive four-year plan on the current and projected needs of the local area. The Local Plan is a four-year action plan to develop, align and integrate service delivery strategies and resources across the ARIZONA@WORK system in the local area.  The Local Plan must support achievement of Arizona’s vision, goals, and strategies as outlined in the State Plan and is implemented as a business-led, results-oriented and integrated system.
 
For the purpose of continuing to have a single recognized entity to administer and operate programs to serve Adults, Dislocated Workers and Youth under Title I-B of the Federal Workforce Innovation and Opportunity Act (WIOA of 2014. Cochise County Board of Supervisors will serve in the roles of chief elected Officials (CEO), Fiscal Agent for Cochise County, Graham County and Greenlee County and act as grant recipient and signatory.
 
Under the WIOA Act, each partner must contribute i.e., “Cost Share” for the American Job Center infrastructure. Partners “Cost Share” is proportionate to their use of the System. The Arizona Department of Economic Security and Division of Employment and Rehabilitation Services are co-located in the Sierra Vista and Douglas Job Centers.
