Approve an Agreement between Cochise County and Government Leadership Solutions for quarterly Leadership Development Training from May 2021 to February 2022 totaling $17,829.

Background:

The Board of Supervisors Strategic Plan 2021-2024, Priority 4, Workforce Development, states that the County will establish a structured training program for all employees. Staff recommends that the program include a comprehensive executive leadership development program for the directors of appointed offices.  Over the course of one year, the leadership team will participate in four, 3-hour workshops on the following topics:
  • Emotional Intelligence (includes EQi-.20 assessment)
  • Communication to Connection
  • Trust: Me, You, Us
  • Change Leadership and Change Intelligence (includes CQ assessment)
The goal of the program is to achieve greater collaboration, effectiveness, and performance among the county department leaders. Over the course of the year, the team has undergone many changes, from County Administration, new-hires, and organizational stress due to Covid -19 isolation and virtual meetings. These workshops will provide an opportunity for team development in this new landscape.

Dr. Maria Church, CEO of Government Leadership Solutions is a locally-based leadership coach. She has provided similar training to the City of Tucson and Pinal County. Dr. Church works with local governments on organizational culture design, change agility, strategic off-site facilitation, and leadership development based on her vast 25-year career with Fortune 500, government, non-profits, and academia. Maria holds a Doctorate of Management degree in Organizational Leadership and currently teaches for several universities.

Department's Next Steps (if approved):

If approved, staff will schedule the workshop series through February 2022. Staff will continue to develop other training programs for employees, including an in-house led Supervisor 101 and 102 training for managers and additional budget/finance training on a variety of topics.

Impact of NOT Approving/Alternatives:

If not approved, staff will continue to develop other programs on an individual basis for the County's leaders. However, these programs will be online and only offered sporadically. There will not be a cohesive program that all can participate in at one time.
