Approve Agreement with Spray Systems Environmental for asbestos abatement services, under Arizona State Contract #ADEQ18-186327, at the Bisbee-Douglas International Airport Terminal Building, in the amount of $120,388.50, effective August 10, 2021.

Background:

In the past, a couple of separate abatement projects have taken place at the terminal building of the Bisbee-Douglas International Airport. Those projects included the removal of asbestos insulation from around the boiler and its components in the mechanical room; and in 2019/2020, the majority of the vinyl floor tile containing asbestos was removed. Comprehensive tests were conducted in April 2020 by Terracon Consultants.

The scientific results concluded that asbestos still exists in the form of insulation material in the attic, in cove base mastic adhesive, within older wall board, remaining pieces of vinyl floor tile, in some window sealants, in cement fiberboard flues, and in the exterior cement fiberboard shingles. The intent of this project is to have Spray Systems Environmental finish abating the terminal building of any and all remaining hazardous materials. Spray Systems will also handle the proper disposal of these materials. In addition, Spray Systems will remove and dispose of the antiquated boiler, which is no longer operable, and all its component parts. Spray Systems will render the building ready for a safe remodel to occur.

Issue agreement and purchase order to Spray Systems Environmental and begin scheduling the work.
 

Impact of NOT Approving/Alternatives:

Asbestos would remain in the Terminal Building deeming it unsafe for a remodel project.
