Approve the Memorandum of Understanding (MOU) between Community Medical Services and Cochise County Detention Health, for the delivery of opioid treatment medication to the Cochise County Adult Detention Center, effective upon signing by both entities for a one-year term, with automatic one-year renewals.
Background:
The purpose of this MOU is to allow Cochise County Detention Health Staff, along with Cochise County Detention Staff and Community Medical Services (CMS) to continue medication assisted treatment for current CMS patients and initiate medication assisted treatment for patients when appropriate. Approving this MOU will allow patients who are incarcerated at Cochise County Jail to receive good care while encouraging a healthier lifestyle of those in custody and individuals who are released back into the community. Approval of this MOU will also allow Cochise County Detention Medical Services to provide a level of care that aligns with the care individuals receive while in the community.

Impact of NOT Approving/Alternatives:
Pregnant patients requiring MAT will continue to require transportation to Maricopa County and will continue to accrue the costs associated with this. If Maricopa County is unable or unwilling to accept a pregnant inmate from Cochise County, all other avenues must be explored which can be time consuming, expensive and negatively impact the patient requiring care. Denial of this MOU will also negatively impact the patients who are incarcerated in the Cochise County Jail by not providing the standard of care and support. Recidivism may not increase; however, it is probable that it will not decrease without proper plans and support in place with continuation of this in the community after an individual is released.
