Approve Operation Stonegarden (OPSG) Grant from the Arizona Department of Homeland Security (AZDOHS), Subrecipient Agreement Number 190411-02, in the amount of $142,919.61 for OPSG equipment, effective August 5, 2021 through July 31, 2022.
Background:
The Cochise County Sheriff's Office (CCSO) is requesting that the Board of Supervisors approve a grant award under Operation Stonegarden (OPSG) from the Arizona Department of Homeland Security (AZDOHS). Under Subrecipient Agreement Number 190411-02, the CCSO has been awarded funds for OPSG Equipment in the amount of $142,919.61. The specific equipment to be purchase would be Density/X-ray machines that will give CCSO the ability to detect cargo, both human and drugs, as they are being smuggled and transported into and through our County.
The purpose of this grant program is to provide the ability for CCSO personnel to participate in coordinated and targeted public safety operations to detect, deter and/or arrest subjects who traffic humans and/or drugs illegally into the country. The trafficking of humans and illegal drugs into Cochise County has a clear and compelling detrimental impact to the safety of the citizens of the county. This award will allow the CCSO to purchase equipment that will aid in our ability to detect, and arrest subjects who traffic humans and/or drugs illegally into the country. This specific grant award is for $142,919.61 for the purchase of equipment. Specifically, the purchase of three (3) Density Meter/X-ray Machines.

Department's Next Steps (if approved):
If approved, the Sheriff's Office will move forward with the purchase and use of the equipment awarded under the grant.
Impact of NOT Approving/Alternatives:
If not approved, the Sheriff's Office will not be able to purchase the equipment and provide advantages this piece of equipment provides to our employees in capturing those who smuggle human and/or illegal drugs into our country.
