Approve Amendment 1 to Intergovernmental Agreement (IGA) CTR040475, STD Control Services, between the Arizona Department of Health Services (ADHS) and Cochise Health & Social Services, to increase the annual amount to $55,878, effective January 1, 2021 through December 31, 2021.

Background:

Local Health Jurisdictions are required by the Arizona Administrative Code (R9-6-1103) to conduct partner services for syphilis (i.e. contact elicitation, finding, notification and linkage to care) in addition to coordinating screening and treatment for reportable STIs (chlamydia, gonorrhea, syphilis, chancroid). This funding is from a CDC grant, but it is intended to support several of the Arizona Administrative Code mandated activities for STD prevention and control, with a strong focus on syphilis contact elicitation, notification, and linkage to care. 
 
The ADHS STD program was awarded an additional 4.5 million dollars to be utilized by all Counties in the state of Arizona for five-year period. Cochise County has been allocated an additional $55,878. The awarded amount will go to the funding of a .5 FTE STD Disease Investigator. This position will be responsible for quality assurance and technical assistant for all ongoing STD investigations in Cochise County. This position will ensure timely and quality case investigation, data collection, and disease intervention especially for Syphilis and congenital Syphilis. This new position will work in conjunction with the STD Program Coordinator.  Currently, Cochise County does not have the manpower to keep up with the STD investigation case load. In addition, another $6,150 will be used to purchase rapid Syphilis tests.  
 

Department's Next Steps (if approved):

Once approved staff will submit the signed IGA Amendment to AHDS to be fully executed. Once returned a copy of the fully executed contract will be forwarded to the Board for their records.
 
 

Impact of NOT Approving/Alternatives:

Not approving this grant amendment will put Cochise County further behind in STD investigations.
