Approve the expense of American Rescue Plan Act funds for payroll expenses directed to the COVID-19 response in the amount of $1,883,871.55.
Background:
Cochise County received approximately 12.2m in American Rescue Plan Act (ARPA) Funds, and is projected to receive another 12.2m in late FY22. This funding can be used for several purposes: supporting the public health responses; addressing negative economic impacts; replace public sector revenue loss; premium pay for essential workers; water and sewer infrastructure; and broadband infrastructure. This item is requesting to use $1,883,871.55 of ARPA funds for County payroll expenses of employees supporting the public health response. This includes $1,525,466.72 in FY21, and $358,404.83 in FY22. Payroll expenses include wages and employee related expenses for the following: public health director, epidemiologist, public health emergency preparation coordinator, jail medical staff, and jail detention staff. These employees' time was primarily devoted to mitigating or responding to the COVID-19 pandemic. These expenses have already occurred, and this transfer will allow ARPA to reimburse the County for its response to the public health emergency. This will transfer $1,883,871.55 from the Recovery Fund to the General Fund contingency.

Budget will execute budget amendment and inter-fund transfer to move the 1.8m from the ARPA Recovery Fund (Fund 533) to the General Fund (Fund 100).
Impact of NOT Approving/Alternatives:
General Fund will not receive financial assistance for its response to the public health emergency.
