Approve the award of Invitation for Bids (IFB) No. 12-11-FMD-04 to Lawley Motors LLC for the purchase of five Chevrolet Silverado 4WD Crew Cab Trucks for the Fleet Management Department in the amount of $145,112 plus applicable tax.

Background:

IFB No. 12-11-FMD-04 was released on December 14, 2011. The bid was advertised in the Arizona Range news on December 21-28, 2011 and posted on the County website. Bid notices were mailed to 30 vendors. Seven bids were received prior to the bid closing date and time of January, 12, 2012 at 4:00 p.m. A bid tabulation is attached which references Lawley Motors LLC as the lowest responsive and responsible bidder meeting all requirements of the bid and receiving the 3% local vendor preference credit. The lowest bid received from Tucson Dodge was rejected due to various deviations from the solicitation specifications. Although Sands Motor Company and Sanderson Ford of Glendale had a lower bid price than Lawley Motors of Sierra Vista, when the 3% credit was applied, Lawley Motors became the lowest bid.

Impact of NOT Approving/Alternatives:

The vehicles that these are replacing will exceed the designated replacement mileage which is 155,000 miles for law enforcement vehicles. Running the law enforcement vehicles past the recommended 155,000 replacement will result in higher maintenance costs and may represent some liability issues
